    Why this is needed: We have Analysts who are not able to find evaluations assigned to them, since they are able to see all Pending evaluations instead of only their own, and have several notifications related to their team. They have to open each evaluation in order to see who it was transferred to.

    It is important to be able to filter the second evaluator even if the evaluation hasn't been completed.
